Is this happening only in a specific program? The only program I've had
a real problem with is Thunderbird. The newer versions require a couple
changes in order to get mouse access.
Generally the mouse is set to active window, which is to make it stay
within the boundary of the current program window. Using tracking will
automatically move the mouse pointer to whatever control has focus.
Depending on the control you will either be right on it or close to it.
But this can be unpredictable with custom controls.

I sometimes use the mouse to read a message or click on a recalcitrant
link. What is the best boundary setting to use for this purpose? Should
it be full screen, focused window or user window? I used to be able to
use the mouse successfully but right now, no matter how I set the
window, when I route the pointer to the cursor with Insert-plus and then
try to read with the mouse I just get a “ding” sound.
Also, what have any of you expert users found to be the advantage of
having the mouse track the keyboard? I am think of the “track mouse with
focus” radio button. Thanks.
