Hi Steve,

Is it possible that the document is not set to have "protected forms" or
"forms mode" enabled?

A word document with fields (fields where you are supposed to enter data)
must have it's protected form setting enabled (this allows you to enter data
only into the fields).  You turn this off if you need to edit the form (or I
should say the design of the form) and perhaps someone gave you a form
document without enabling the form?  In that case you would be able to move
anywhere at all within the document, but you could not enter data into the
form fields.
