I have seen this before and one fix that I have found is to turn off the 
computer take the battery out and the plug and hold down the power button for 
15 seconds and put everything back, power up the computer and try and install 
window-eyes again and then I do not get this error.

Subject: Installing WE on My new Windows 7 PC.

                This past weekend I set up my new Windows 7 PC.  After 
completing the out of the box set up, I inserted the WE 7.5.3 CD. After the 
temp copy of WE loaded, I got a message that said that Window Eyes was unable 
to communicate with the Window Eyes display driver, and it told me to go into 
Device manager and see if the driver was installed and enabled.  I did, and it 
was.  But when trying the install again, I got the same message.  I went in and 
uninstalled the driver, and tried the install again, and got the same message.  
My wife suggested that we proceed with the install anyway, which we had to do 
without speech.  At the end of the install, WE began talking, and the 
installation was apparently successful.  I wanted to relate this story so that 
others would know what to do if this happens.  Unfortunately, you will not have 
speech for the install, and will need sighted assistance.
