Hi,
other possible problems:
1 you may have a program running in the background that has priority.
Check your task schedule and adjust your time or remove.
2. if you are uploading in the background, this may cause your web
surfing to come to a crawl.
check out your download speed
if your download speed is below 1mb
and you have high speed service, you should complain to your provider.
3 you should run
msconfig
shift tab
arrow right until you hear start up then tab once
arrow down and un-check all programs you are sure you are not using or need.
