Yes, you can just open the Window-Eyes control panel, dictionaries,
character, and tab once to the Original edit box, enter the character,
tab again to the Replacement edit box, and again to the Update entry button.

Just put the percent sign in the default char.chr character dictionary
and set your Screen, Punctuation, Math, to dictionary only. If you
place the mouse pointer on the desired character and then hit
Control-Shift-E that character will automatically be placed in the
original field. Tab down to the replacement field and enter percent.
Then tab to the update entry button and hit the spacebar.
