The stock answer for this problem is that many modern video cards support 
rotating the screen.  I don't see how that possibly applies here since it 
worked in 7.5 and now doesn't work after upgrading to 8.1.  Unless you've made 
other changes you haven't told us about, such as updating all your devices from 
windows update.

I guess the first thing to do is go into the hotkeys section of the control 
panel and make sure those keys are still assigned.  I had to reassign them 
recently for a client who had this problem, but couldn't disable the screen 
rotation feature.
