As far as I know, there is no way to reset to the factory default settings.
The reset settings option will only reset to the settings you made before
last, and the factory settings dialog takes you into the dialog which gives
you the factory setfiles that are installed.

  You might try resetting to factory defaults which is right below the reset
option in the File menu of the Control Panel.
  If you know which set file you changed, you can set just that set file
back to factory defaults.
