Yes, the Extended Dictionary app will do just what you want, and you can have it replacing the characters only for the software you want, or all across the board if such is desired. As a matter of fact, the percent-sign is already part of the standard entries in the Extended Dictionary, and you can simply just add on the other characters you want. You even can have one set of characters voiced under one voice, but another set under another voice. It is all up to you.

In each punctuation category, set it to "dictionary only." Then, in your default character dictionary, add entries for each symbol (percent, plus, dash, etc). that you want spoken. Once done, you will hear only those symbols you've explicitly defined in the character dictionary, and all other punctuation symbols will be ignored.
