The voice and quality combo boxes, as well as the download and preview
buttons, will be disabled until you select a language. When you do, the
language combo box will become enabled. Selecting a voice will enable
the quality combo box. Selecting a quality will enable the preview and
download buttons. Note that if you have disabled javascript, or have
some addon that's disabling javascript, these controls will remain disabled.

I had to uninstall and re-install W.E. 8.3. When I tried to download my
Vocalizer voices, everything was disabled on that page. I re-installed
the authorization, and could read what I was eligible to download, but
