The Extended Dictionary definitely takes care of this kind of cases. And, to
you all, what is more - the requested entry will now be included in the
shipping Dictionaries of the app. I am right in the process of packing up
the new version, which hopefully will be available within this week. Besides
updated entries, it holds bug fixes, and a few new features. More info will
come, soon as things are released.

Try to set in the exception dictionary a11y
without the # sign.
Else you can download the extended dictionary app. This enhanced the
normal exception dictionary a lot.
It will make a dictionary that has to be original in Window-Eyes in my
opignion.
You have to use notepad to fill in your dictionary and it will convert
your exception dictionary to the new one.
In this dictionary you can use #a11y
