I can attest that my experience with UAC pop-ups since loading the beta is 
vastly improved.  They didn't read at all before in my Win 8.1 Toshiba laptop, 
but I'm able to read the ones I've encountered so far.  Haven't installed 
anything new (other than the WE 9 beta) to test the installation pop-ups, but 
I'm optimistic.

Search through control panel of Windows and look for user accounts, and from 
there you can change settings which relate to your account.

Also: you can adjust user access controls - this nag usually comes up when you 
install software, and it wasn't always easy to read with Window-Eyes.  Believe 
this has been improved upon with Version nine.  I haven't tested it with the 
beta, as I have turned UAC off.

Yesterday I was listening to a WindowEyes tutorial and tried to perform one of 
the functions  described and was told I did not have administrative right.  The 
computer I'm using is my personal laptop, why don't I have administrative 
rights.  Secondly, how can I get them.  This may explain why I've had trouble 
installing programs like Itunes as well.  Any  information or suggestions  will 
be much appreciated.
