I wonder if it has something to do with having multiple e-mail accounts.  I
have four different accounts active in Outlook 2010.

Yes, I just pressed alt-s g 1 and a cancel button got spoken and a couple of
progress beeps, and the speech went away.  I pressed alt-control-w and
Window-

Eyes reloaded.
