you can get a good windows7 machine from newegg.com for around $200
that is a laptop. They are still available. I have a-plus and
network-plus certifications and I tried windows8.1 on this laptop for 3
months or so and I hated it! so I went back to windows7. I had
application compatibility issues. vmware player didn't want to work
right and some games did not work at all. and if you're into games that
run on steam, well with windows8.1 you're just out of luck. it won't work.
