As far as file protection, no special program is needed. Simply set the
read-only attribute on all files on the drive, or else use access
control lists to only allow reading from the drive. I use the access
control list trick myself to protect all of my books, movies, music,
etc. so that I don't accidentally delete or modify them. That works for
any data that is unlikely to change often. If your drive is formatted as
FAT or related, then the read-only attribute is the only option you have.

As for preventing of formatting, I really don't know of any options
there. If you have your system set up properly from a security
standpoint and you do all of your normal day-to-day work as a user
without admin rights, then you can't accidentally format the drive
because the system won't allow it. Otherwise, you'll get a confirmation
prompt if you try it so you shouldn't be able to accidentally format.

If you're trying to protect against malicious erasing of your data, then
these solutions won't work for you. If that's what you're trying to
prevent, then what you really need to do is have a second (or maybe even
a third) copy of the data you need to protect. I recommend storing it in
such a way that a malicious user can't simply blow it away along with
your original copy.
