When you load a page, an actual read to end is performed.
The cursor moves down the page like it does in word documents.
When  you press control to shut speech up the cursor  stops around the line 
where you last heard.  It works this way in word documents, it always has.

If you don't want web pages to start reading automatically change the setting:
Verbosity/browse mode/new page  information 1 automatically read  from first 24 
lines to do nothing.

If you only want pages to not read while on the internet, change the scope 
button from global to program while in Internet Explorer or Firefox.

This may give you more control.

The need to double-press keys is, IMHO, a constant annoyance in the new W.E..  
There are probably good reasons for it based on the new Web interface, but 
we're talking about unlearning years of habits to make it work optimally..

This is also why one frequently over-runs the desired link, resulting in the 
need to go back with shift-tab far more then previously.  The interruption of 
text to replace it with new text, or more properly a new link, just doesn't 
happen as before.  It remains to be seen whether the benefits of the new 
dynamic Web will outweigh these inconveniences.


While applauding the goals and implementation of same in the new Window-Eyes, 
let's call this need for double-pressing and excessive 
shift-tabbing-for-refocus what it is, a minor annoyance!
