The "Load" button only appears if you check "Show More Options" (alt-W)

Just open the application you're creating a script for; given that
you've at
least created an initial script file. Now open Script Manager, select
display scripts by application. You should now see scripts for the
application you're in, which will be none. Select your script and use
the
Load button to load and associate the script.

Is there a way to initially associate a new script that one is writing
with
an application other than creating a package, associating the files in
that
package with the application, then beginning the script editing
process?
