Hi Rick,
As Steve says I tend to write my HTML pages in notepad then create a new 
project in WinCHM then start adding items. Items can mean anything from a 
single line of HTML to full pages, Tables, Listviews, Treeviews and controls. 
WinCHM does have it's own editor, but I've never found it that useful. I think 
I had plans on scripting WinCHM to make it even more usable, but never got 
round to it as you can get at none correctly spoken controls with the mouse 
easily enough. WinCHM is available from http://www.softany.com/ and has a 15 
day fully working trial, the software will add the text "Unregistered Version" 
at the bottom of your .CHM pages, but the easy way I was able to add items to 
my contents treeview and new project, just by right clicking on them and being 
asked where I wanted to position them, and all so in the context menu being 
asked did I want to add a child node, made up for this. I bought this software 
to catalogue all my audio drama and once I
 got the hang of it am easily able to use the software. I to had trouble with 
F6 not toggling between the TOC and selected pages with Microsoft Help Workshop.

I have created a work shop project with 
TOC.
I can navigate the left pane (the tree view of the 
selections which seem correct.
I can even navigate it with the up and down arrow 
keys correctly and select one by hitting enter and then using f6 or tab to get 
into the correct html page.
Problem is I cant get back to the tree view of the 
TOC once I am inside a page without using the mouse again.
In other chm structures i can use f6 to get into 
and out of the TOC.
I am guessing there is some optiion I do not have 
set the same as everyone else but I used the default options for the TOC file 
when I created it.
The bloody files are there and correct in the chm 
file but they just dont read right with WindowEyes, note that other chm files 
do 
read right with WindowEyes so i am guessing there is some option I have not set 
but havent seen anything anyplace about setting options.
Do you work with the product you 
mentioned?
Could you walk methrough setting up a simple tree 
TOC with say 3 simple htm files?
I have:T1.htm, Q1.htm and Q2.htm where T1 is the 
Title page currently.

      i just heard from another provider that they 
      didnt know if their software would be accessible and they rely heavly on 
      visuals and screen shots so that was out.

      I got WorkShop to work a little but still

      product is proving more of a pain than it's worth.
      I want to create some htm files to document 
      my vb.net program I created and have a Table Of Contents with a Tree 
      structure of the htm pages.
      I also would like to use the htm files as a 
      source of Context Help from within my vb.net program.
      anyway, sigh, I will go back and check out 
      WinChm again to see if I can get a demo to try out. I dont mind spending 
a 
      buck if it works and is a good product.

Yes I have with WinCHM, the software 
            contains many templates and one of the templates provided is for a 
            contents treeview. As long as your links and directory structure is 
            correct then it works well. I all so struggled with the microsoft 
            help system.
