The same as when this was suggested the last time: you are welcome to implement it. I will not repeat the description of how locale selection works (or does not work) on different systems, how the feature can be implemented, nor lament that Gwyddion lacks developers that understand, or even use, MS Windows. There is enough of this in the mailing list archives. It is the responsibility of people who use the software on some platform inaccessible to others to help making it work smoothly there. For some reason, Linux users can, Mac users can, but the MS Windows bunch always expects someone else to do the work. So, that's what I think.
