How do I know if FFTW3 has been compiled and therefore is being used as
rather than gwy_fft_simple, for instance for rPSDF?

currently either gwy_fft_simple(), available always, or FFTW3, available
when Gwyddion was compiled with it."

Using Gwyddion v2.19 on WinXP.
