The location in bin directory is correct, see

A link to this information was on the home page for a couple of years
after the release of 2.23, unfortunately, it seems it was not long
enough...

The program should definitely have an icon associated.  If you installed
the current version over 2.15 without removing the old version first
strange things could happen and this is perhaps one of them.  I would
suggest to
- uninstall Gwyddion
- remove manually the installation directory if anything remains there
- remove all registry keys containing ‘Gwyddion’
to get to a clean state then try a new installation.

Concerning the MI files, if you try set the default associated program
to anything else (notepad, ...) does it work, or is it just Gwyddion
that is impossible to associate?
