Gwyddion certainly does not require MS Windows 7. I don't use MS Windows personally but when I witness people using Gwyddion there or am forced to test something on MS Windows, it's usually on XP. So XP should be fine; cannot really tell much about Vista. Concerning the impossibility to associate MI files with Gwyddion in the bin subdirectory, can't that be due to some protection mechanism (antivirus, etc.) that went crazy? I cannot imagine how Gwyddion itself could cause this behaviour. Does it work if you copy a different exacutable (notepad.exe, ...) to the Gwyddion bin subdirectory and try to associate that?
