A standalone gwy Python module was added in version 2.29.

If the standalone gwy module is installed from a distro package it
should be in /usr/lib64/python2.7/site-packages or a similar directory,
i.e. already in the Python path.  Modification of PYTHONPATH should only
be necessary if you compile Gwyddion yourself and install it somewhere
to your home.

Perhaps you have a too old version of Gwyddion?  Or the standalone gwy
is in a separate package?
