When in doubt, I check Norris for leads. I know he redraws, but its a redraw from something original, even if it is partly made up or modified.

In this case, Charles IX by Francois Clouet, 1569.

There are a lot of his images. Go down just a little bit, and images #9 and #10 should do you right.

Seems that style is not much in fashion at that time, because it was the only one with such long skirts that I could find. Norris does show a Scottish nobleman, 1567 with skirts almost as long, but I don't know where the original image would be located to confirm.
