My take on this garment is that they aren't pleats at all. They are hanging loosely, but when you sketch, it might look like pleats, but is actually folds.
If you have a look at the Ancient styles of palla, some of them are quite deep in the centre as well. I made one which ended up a little larger than expected and it hung in deep folds in the centre, just like the ones in the drawing.
