The majority of the 1840-1865 women's dresses I've handled, combined with suggestions from period dressmaking manuals, seem to indicate the use of cotton as the predominant lining fabric, regardless of the outer dress textile.
It would be less common to have the fashion fabric used as a lining layer, too, rather than a different (often solid glazed cotton) lining.
