In the recent discussions about the plugin page failure, we continue  
to have evidence that having many tags slows down the page.

This is not good™, especially since it is hidden away in a splitter by  
default. Furthermore, it is basically useless if you have over 500  
tags... you can't efficiently look through that many.

There has also been discussion about implementing an autocompleter for  
the tags field. This would essentially render a tags panel unneeded.

In the end, I think the situation is different for everyone. If you  
have 10 or 20 tags which you use for all posts, the tags panel is the  
most useful. Meanwhile, if you have 1500 tags then an autocompleter is  
probably more useful

My proposal is that we move the tags panel into a plugin, and  
subsequently develop the autocompleter as a plugin. This would leave  
people free to use whichever combination of the two made sense for  
their situation and preferences.

I would hope that both plugins (or at least the tags panel) would  
subsequently be approved as core plugins.

Thoughts? Votes?
