+1 for developing both as core plugins. Having someone go to the trouble of installing Habari, import their work from another blogging tool, then think their installation is broken because the publish page takes upward of a minute to load is intolerable. They should be in core for the reasons Caius outlined.
+1 to having the autocomplete preselected in the installer to be activated. As with the other plugins, nothing should be activated without the user's permission. But since many people will accept the defaults, I think this should be one of the defaults since having some way of selecting pre-existing tags will help slow the proliferation of tags on the user's site.
