I hope people do not think just because they are not in the PMC that
they don't have a "vote".  Though perhaps officially non-binding,
Habari is being designed for a larger audience than the PMC, and we
certainly want the input of *ALL* users.  If an overwhelming input
from users and other developers not yet in the PMC were to be in favor
of a change, it certainly would be weighed, and not overlooked by the
handful of active PMC members, regardless of their opinion.

At least that's my take.  I would never want anyone to not voice their
opinion because they felt it wouldn't "count".
