Julie and I enabled log message edit of our SVN repository with our rusted DOS batch skills. It turns out that we only need to put
a batch file in hook folder which does not do anything.

I think all Hongbing wants to do is allow us to retrospectively edit the commit 
log message to include the correct Jira ID, not prevent a commit if it's not 
supplied.
