OK. Thanks. I understand now the problem. I did the next command line:
mencoder mf://\*.jpg -ovc lavc vcodec=msmpeg4:vbitrate=1800:vhq:keyint=250 on:fps=20
1:- The option '-mf' is wrong, instead I must use 'mf://\*.jpg ' like the first parameter of 'mencoder',
and not in the end.
2:- The parameters of '-ovc lavc' I taken from the example on the 'man mencoder' for 'lavc' encoder
3:- the hight and width I prefer live blank in order to preserve the original size.
4:- the option -o filename, doesn't work for me, therefore I don't use and the test.avi default name is used

N.B. Watch out, as if you encode stuff in MPEG-4 format, you are probably
violating a number of software pattents, but IANAL. Gennerally, any video
encoding format that is not OGG-Theora (which is not production ready
yet...), is covered by software pattents....
