Okay, it sounds as if you're making progress. To narrow it down to
either a CUPS or KDE problem, try 'lpstat -t' under both users. It
should list all available printers, and show you the status of the
CUPS server.  And there are various other options (see the man page)
that could be useful for tracking it down.
