I don't see that as a logical conclusion of the first two points you make.
My belief is that most organisations will put some kind of support for
their Open Source systems in place, usually either in-house staff or a
support contract from a specialist company, and then move on. I don't
think many will support Open Source in any realistic way, nor do I believe
it will change culture (beyond "we use Windows" to "we use Linux").

The majority of code is still in house and not for sale, so most companies are already coding or paying for bespoke code. It isn't such a huge leap to move that to an open source project.
