This commit adds a CI job to cirrus-ci which builds HAProxy on Alpine Linux, allowing to build and test HAProxy with musl.OpenSSL, PCRE2, Lua 5.3 as well as the prometheus exporter are enabled. GNU grep was purposely installed to run the reg-test script.
