games.cfg loads a Lua TCP service. Checking that configuration used to
leak the private rule data allocated by action_register_service_tcp()
when the process exits. The leak is fixed in "BUG/MINOR: hlua: release
private Lua rule data on teardown". Add the config to the ASan smoke
unit test so LeakSanitizer reports a regression in CI.
This is a test-only change. It may be backported together with the fix
for GitHub issue #3480.
