Dear all,
it seems that for the 3.0.x branch
(https://www.haproxy.org/download/3.0/src/), the CHANGELOG and
releases.json were not correctly updated after publishing the v3.0.28,
which is missing in these two files, even they was updated at the same
time as the v3.0.28 tar.gz
