Nick, I think several people on faceboom have called it Tropo scatter...
BUT... I’m a total newbie in FM DXing, so I lean on others for more detail.

Thing is, this scatter, of whatever variety it is, is near constant it
seems... and I didn’t think aircraft scatter would do that
