Except the "standard" shouldn't be in the code but in the processes (services and applications) and in the interfaces (user and system to system). VOE will have to be kept up to date in private offices just as much as VistA is at VA sites. That means there will likely be at least quarterly (if not more frequent) updates for everything from code sets to clinical reminders, from patient safety corrections to nice-to-have additions in functionality. CMS and VA leadership expect VOE to track with VistA. VistA has been retooled many times in the past. The dry spell of retooling of the past decade for most of VistA has been an exception. What's allowed and what's prohibited in the "reengineering" is still going to see a lot of trial and error in the coming years.
