This is an example of what is called a Common option. Common options are available to everyone. Everyone will have precisely one primary menu, zero or more secondary menus, and access to a number of common options.
Maybe I'm stating the obvious here, but you don't have to select the option at any particular menu. Enter "??" to get a list of menus available to you.
