It wasn't VistA security that was the problem, but Corporate
mismanagement.  The data was requested and delivered by the VA office it
was requested from.  The data was lost by the mis-handling of a receiver
of that data.  The details are becoming clearer that the VA rank and file
were all doing their jobs correctly.
