Jamie, My guess is that you're connecting to the Windows telnet server, not Cache's telnet server. Go to Windows' admin tools | services and stop the telnet service (you should also set it to "manual" or even "disabled" for security reasons). Once you do that restart Cache so it can bind to port 23.
