Yes, they removed version 1511 (or build 10586) from the media creation tool for unknown reasons. One change that MS made is that you can directly activate any 7/8/8.1 key without having to do an upgrade first as was the case in the original build (10240).
The new build, however, has a nasty bug in that you cannot enable hardware Bitlocker encryption (as in, IEEE-1667, Encrypted Drive).
