So why not just default it to active and save lives?
Apparently because, without being told explicitly by the customer, Vonage doesn't know which jurisdiction to forward 911 calls to. OTOH, you would think they could default the jurisdiction to the billing address, or require that the residence address be disclosed during the initial setup.
