Take a look at this registry key: [HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System] "NoDispBackgroundPage"=dword:00000001 "NoDispAppearancePage"=dword:00000001
Removing this key fixed a similar for me.
