Yep.  Most large OEMs don't do more then the latest SP2 or a rollup, but
never all updates.  But what most white box manufacturers live by is the
promise to people that, like Krispy Kreme, it's made "fresh" and up to date.

Can you use SUS to load all of the updates instead of using Windows Update?

Come to think about it, I think that most large OEM's just ship with 
what the latest service pack is and let the customer handle any 
additional updates.
