Okay this is just frustrating. I used "net user administrator /active:yes" to enable the hidden real admin account at a command prompt and got a success message. So I logged off and logged back in as administrator, but the stupid startup and recovery settings STILL says I'm not part of a group that is allowed to make changes.
WTF?
