Safe mode with networking wouldn't work for me as well. I could just
use safe mode or safe mode with command prompt. So just using regular
safe mode was enough to get things restored.

I have not seen that but from what I had read it's either 1> some
malware or 2. corruption of the wpa.dbl or wpa.bak (which may be a
symptom of a larger issue)
