So... run speedtest.net close to you and figure out what you have.  Or their 
own speed test site.
You can run this between computers on your lan to see what they do:

http://iperf.fr/

simple usage:

iperf -s on the 'server' aka, another pc
iperf -c on the 'client' aka, a different pc than the server :)

Example on a gigabit lan:

[  3] local 10.125.140.22 port 40950 connected with 10.125.140.24 port 5001
[ ID] Interval       Transfer     Bandwidth
[  3]  0.0-10.0 sec  1.10 GBytes   942 Mbits/sec

Dunno why latency high, but speed is the important part here.
