If Windows 10 was on it with a valid license, then a format & reinstall, so long as it has internet connectivity, should pull down that digital license entitlement from Microsoft's servers--so long as you're using the same edition (Home, Pro, Workstation, etc). If it doesn't do it automatically, I've had good luck with the activation troubleshooter.
