The logic is that it uses cool ambient air to cool the PSU and then vents the warm air back outside the case. A PSU fan does little to ventilate the inside of a properly designed case with side cover and top mounted fans. Mounting the PSU on the bottom of the case is a pretty slick design if you ask me.
