Agreed, though deep down I expect that we'll end up creating a JAR that implements a small set of impl types -- for example, lots of 1.4 apps seem to use sun.io.CharToByteConverter and friends before the functionality went into 5.0. But I'd make it a separate download, called losers.jar.
